國(guó)際氣象組織原為非官方性國(guó)際氣象合作機(jī)構(gòu)，在其各成員國(guó)代表簽訂的世界氣象組織公約生效一周年之日，即1951年3月23日，就改組為世界氣象組織(World Meteorological Organization,WMO)，成為政府間的國(guó)際氣象合作機(jī)構(gòu)，并與聯(lián)合國(guó)建立關(guān)系。
1960年世界氣象組織執(zhí)行委員會(huì)決定把每年3月23日定為世界性紀(jì)念日，要求各成員國(guó)每年在這一天舉行慶�；顒�(dòng)，并廣泛宣傳氣象工作的重要作用。
