How to Solve the Housing Problem in Big Cities
The shortage of housing in big cities is one of the most serious problems of modern living. Increasing numbers of people are finding it difficult to conduct normal family and work duties because they either have nowhere to live or their houses are inadequate. This is a problem that requires an urgent solution because it leads to social unrest and economic inefficiency.
Some people suggest that the solution to the problem is to build more high-rise apartments, others are in favor of underground housing areas. I prefer the first idea, because it is cheaper to build above ground than below. Besides, people prefer to live in the open air and see the sunshine.
The second idea is not practical. One reason for this is that it is dangerous to construct living places under streets and buildings. Another reason is that it would take too much time to carry out, and in the meantime the number of people waiting for houses would increase, thus making the problem worse.

The picture shows a serious traffic jam during the rush hour. Clearly, both lanes are jammed by automobiles, and there is no doubt that the only thing the held-up drivers can do is to wait. The traffic jam is a serious problem in big cities. Students are late for classes; workers of every walk of life are late for work; and travelers miss their trains or flights.
When talking about the inconvenience caused by traffic jams, most people would blame the increasing numbers of cars. Yet this is only one factor. Another reason is the relatively under-developed infrastructure construction, namely, the lack of wide roads, streets and highways. Furthermore, people's weak sense of traffic regulations may result in more road accidents that in turn add to the seriousness of traffic jams.
To solve the problem, stiffer punishment for breaking traffic rules is necessary. Besides, a long-term planning of road construction must be taken into consideration. Still another solution will be the advocacy of public transports and car-pool, an effective means to increase the transport capacity during rush hours.

當(dāng)談到交通擁堵帶來的不便時(shí)，大部分人都會(huì)責(zé)怪越來越多的私家車數(shù)量。但這只是一方面因素。另一個(gè)原因是基礎(chǔ)設(shè)施建設(shè)相對(duì)落后，也就是道路不夠?qū)掗�。此外，人們交通�?guī)則意識(shí)的淡薄可能會(huì)導(dǎo)致路上的事故增多，這反過來又會(huì)加劇交通擁堵的嚴(yán)重程度。
為解決這一問題，必須對(duì)違反交通規(guī)則的行為進(jìn)行更為嚴(yán)厲的處罰。此外，必須考慮道路建設(shè)的長(zhǎng)期規(guī)劃。另一個(gè)解決方法就是倡導(dǎo)公共交通和拼車出行，這可以有效增加高峰期間的運(yùn)載能力。
